Laws and Regulations

Public Law 109-295, the Chemical Facility Anti-Terrorism Standards (CFATS), was passed into law and requires immediate actions by those using, storing or handling hazardous materials. This includes Researchers, and other faculty and staff on the LSU Baton Rouge Campus. Over 300 chemicals are listed in the applicable standard. Those using, storing or manufacturing hazardous materials should review their inventories. See attached links for a list of chemicals of concern and additional information on the topic. OSHA Hazard Communication Standard

In order to ensure chemical safety in the workplace, information must be available about the identities and hazards of the chemicals.  The Hazard Communication Standard (HCS) requires the development and dissemination of such information.   Specifically, all employers with hazardous chemicals in their workplaces must have labels and SDSs for their exposed workers, and train them to handle the chemicals appropriately.

OSHA Laboratory Standard

OSHA, recognizing the unique characteristics of the laboratory workplace, tailored a standard for occupational exposure to hazardous chemicals in laboratories. This standard is often referred to as the “Laboratory Standard”. Under this standard a laboratory is required to produce a Chemical Hygiene Plan which addresses the specific hazards found in its location, and its approach to them.

EPA Environmental Regulations

LSU is subject to all applicable Environmental Regulations.  The primary area of concern for laboratories are the hazardous waste regulations, however there is potential for air, water, and TSCA to apply.
