Biographical Summary
Dr. Bates served as the Director of the School of Leadership & Human Resource Development in the College of Human Sciences and Education until his retirement in 2021. Dr. Bates is a Fulbright Scholar, recipient of the LSU Distinguished Faculty Award, and has been recognized as an LSU Flagship Faculty member. His major areas of scholarly interest include workplace training effectiveness, learning transfer and workforce development. He has won a number of research awards and has published over 150 manuscripts including peer-reviewed journal articles, book chapters, conference proceedings, and technical reports. Dr. Bates is a developer of the Learning Transfer System Inventory (LTSI), a tool designed to improve the job application of workplace training, which has been translated into 23 languages. He is a strong advocate linking academia to professional praxis and has a long history translating his research into human resource and organization development practice. Dr. Bates is an active consultant who works with a variety of private and public sector organizations in Louisiana and internationally on a wide range of projects. These include human resources for health planning, job analyses, competency modeling, program evaluation, and work-related training. Most recently, he has worked with Ministries of Health and universities in Rwanda and several Caribbean countries to provide leadership and technical expertise supporting improved human resource development systems in the health sector. Dr. Bates is a former Peace Corps volunteer, who has a great appreciation for both the challenge and value of international work.

Organization Assessment and Management Development Project, a three and one-half year US$450,000 grant funded by Louisiana State government to provide organization and management development expertise to 11 state government agencies.
Development of a Strategic Agenda for Workforce Development in Greater Baton Rouge Region, a $25,000 grant funded by the City of Baton Rouge, LA to develop a strategic agenda for workforce development system design in the greater Baton Rouge area.
CATS Program Evaluation Project, project underwritten by a $50,000 corporate grant to develop and conduct an in-depth program evaluation of a multi-million-dollar computer-aided training system (CATS) used to train and certify production operators at a major petrochemical manufacturing firm.

Ministry of Health, Government of the Republic of Trinidad & Tobago. Served as Technical Adviser on human resources for health (HRH) to assist in the Finalization of the National 10-year Human Resources Plan for the Health Sector.
Center for HIV/AID Research and Training, Regional Coordinating Unit (CHART RCU), University of the West Indies, Kingston, Jamaica. Collaborated with Ministry of Health officials in Jamaica, Barbados, and the Bahamas to provide leadership and technical expertise in the analysis and development of human resource development systems in the health sector.
Ministry of Health, Government of Rwanda. Provided technical support and authored A Strategic Framework for Community Health Worker (CHW) Human Resource Management in Rwanda: Recommendations for Enhancing CHW Recruitment, Training, Retention, and Supervision. Payson Center for International Development/Tulane University Office, Kigali, Rwanda. Provided technical support and led the development of a competency model for e-Health/nurses in Rwanda to be used as the basis of a higher education Certificate Program. Developed the Rapid Assessment Guide for eHealth Adoption, an analysis guide designed to assess organizational readiness for the adoption of e-Health technologies and processes in the context of developing countries.
Payson Center for International Development/Tulane University Office, Kigali, Rwanda. Provided leadership and technical expertise in the analysis and development of human resource systems in the health sector through a Center for Disease Control (CDC)-funded grant No. 5U2GPS001168 entitled Improving Public Health Capacity in Rwanda.
IntraHealth, Windhoek, Namibia. Provided leadership and technical expertise in the development of a competency framework and performance management process for Senior Program Managers.
United States Agency for International Development (USAID)/Windhoek, Namibia. Led the development and implementation of a program evaluation for the HIV/AIDS and Orphans: Skills, Opportunities and Self-Reliance (SOS)/Namibia Project.
Children’s Services Council, Palm Beach County, Florida, developed and implemented a program evaluation for the TouchpointsTM Training Program.
Current Research
Dr. Bates has over 20 years of professional experience in human resource & organization development. He has a long and growing record of service highlighted by the provision of leadership and technical expertise to assist local and international public and private sector organizations. These activities have bridged a range of human resource and organization development projects in Louisiana, the U.S., the Pacific Region, Africa, and the Caribbean including workforce and human resources for health planning, organizational performance analysis, competency modeling and job analysis, process mapping and re-engineering, training needs analysis, team skills analysis, and program evaluations. He is an award-winning researcher with an extensive line of applied research examining training effectiveness and the management of learning transfer in organizations.
